Xu Shanchang, director of the Development and Reform Commission's Department of Physical Reform, said at the press conference that the market access negative list system has national uniformity and requires a “national list”.

Specify the direction of the tire industry
According to reports, the "elimination category project" and "restriction category project" in the "Industrial Structure Adjustment Guidance Catalogue" are included in the above negative list.
The current industrial structure adjustment guidance catalogue specifies the development direction of the tire industry.
Among them, the new bias tires and the force tires (cart tires) are restricted items.
Tire tires with an annual output of 500,000 or less and tires with a natural cotton cord fabric as a skeleton have become obsolete items.
In addition, some of these two types of projects also cover some tire-related industries.
Among them, nylon cords, steel cords with an annual output of less than 30,000 tons, and dry granulated carbon blacks (except special carbon blacks and semi-reinforcing carbon blacks) with an annual output of 15,000 tons or less.
According to reports, at present, the National Development and Reform Commission has taken the lead in launching the comprehensive revision of the Catalogue of Industrial Structure Adjustment Guidance.
After the revision is completed, the negative list of market access will be directly linked to it.
Helping the field of aviation tires
The negative list of the 2018 version includes two categories: “prohibition of access” and “permitted access”, with a total of 151 items and 581 specific management measures.
Among them, the “access permit” was adjusted, and the access permit related to defense-related projects was cancelled.
Some insiders analyzed that some companies are expected to gain more development opportunities in the field of "military and civilian integration."
Since the beginning of this year, a number of tire companies have made efforts in the field of military and civilian integration, and have intensified research and development of military tires and aviation tires.
At the end of November, Qingdao Double Star plans to establish Qingdao Kaishi Special Rubber Co., Ltd. to build a military-civilian integrated production base with aviation tires and military tires as its main products.
Mori Kirin Tire is the first company in China to qualify for the production and sale of aviation tires.
The company plans to raise 1.109 billion yuan for an annual production of 80,000 aviation tires (including 50,000 retreaded tires).
In addition to these two companies, there are several tire manufacturers that are eager to try and enter the aviation tire business.
